I am having trouble uploading the Quad chart. Why?

Your browser must support file uploading. Netscape 3.0 and later and Microsoft IE 4.0 and later do support this. Earlier versions and other browsers may not. If you have problems, please send the file to the ito-pi-help@darpa.mil mailbox along with your Username and we will load the file for  you

If you are receiving an error like:

SoftArtisans.FileUp.1 error '80020009'

Invalid or corrupt MIME headers. Please check the referring form's ENCTYPE

/ito/upload-file.asp, line 21

We suggest that you re-boot your machine, dump the browser cache then re-try the upload.

I can not access the site. Why?

Your browser must be set to accept "cookies" in order to access the site.

Or, you may want to try the following URL: http://CSC-Ballston.dmeid.org/ito/login.asp<

How do I submit a report?

Reports will be submitted via a web based form where there is one field for each data item to be collected. We are "seeding" the form with the data from your last submission so you can edit your previous work. If you submitted a Project Summary Report in 2005 then the data from that report will appear in the form the first time you submit. Subsequent submissions will use the data from the previous submission. If you did not submit a Project Summary Report in 2005 then your form will be blank.

How can I prepare the report in advance so that a group of people can collaborate on the report?

You can prepare the Technical Report in a text editor or word processor by labeling sections for:

Principal Investigator (s)

  • First Name:
  • Lastname:
  • Address 1:
  • Address 2:
  • City, State, Zip:
  • Phone:
  • Fax:
  • Email:
  • Level Of Participation:

Financial POC

  • First Name:
  • Last Name:
  • Address 1:
  • Address 2:
  • City, State, Zip:
  • Phone:
  • Fax:
  • Email:

Project URL:

Objective:

Approach:

Recent Accomplishments:

Current Plan:

Technology Transition:

Comments / Questions / Anything else you need:

You can prepare this data in a separate file, save it, and let others work on it. When you have the data ready for submission you can "copy" and "paste" the data / text from your file to the web form. We strongly suggest that you perform a SPELLCHECK while you have the data in the word processor or text editor.

How do I get paragraph breaks in my reports?

You must include the HTML tag <P> to effect a paragraph break in your report.

(top)

  • <p> </p>

My Project ended AFTER September 2004. Do I still need to submit my report?

Yes. If your Project ended AFTER September 30, 2005 then you performed work in FY 2006. DARPA IPTO wants a report from all Projects that performed work in FY 2006. This report is another opportunity to showcase your work to DARPA management.

(top)

My Project ended BEFORE October 2005. Do I still need to submit my report?

No. If your Project ended BEFORE September 30, 2005 then you DID NOT perform work in FY 2006. DARPA IPTO does not require a report from Projects that did not perform work in FY 2006. Send mail to ito-pi-help@darpa.mil if you have this situation and your Project will be removed from the list.

(top)

Who was notified that the reports were due?

The letters from Charlie Holland were emailed to one or more PIs per project and possibly to a Financial or Administrative POC. Unfortunately, we were unable to address the email messages to multiple people so one recipient may not know the other received the letter.

Project Summary Do's and Don'ts

Some Dos

  • Include concrete plans for work and results in the next FY.
  • Be as specific as possible. (Include dates, places, measures, and so on.) Give examples of specific utility value. A "presentation" is rarely an accomplishment.
  • Projects should have a clear objective; Projects need objective beyond integration (no matter how complex). Tie Objectives, Approach, Plans, Accomplishments (where appropriate) specifically to IPTO Objectives.
  • Describe the astounding new capabilities you are striving to achieve.
  • Present a project that is unified, coherent, and focused (as opposed to diffuse).
  • If something has been accomplished, say how it is being disseminated (be specific).
  • When you accomplish something that is a sidelight to the project and then report that, explain why you needed to do that sidelight to support the project objectives.
  • Ensure that accomplishments and expenditures to date justify additional funding requested.
  • Where possible, quantify accomplishments and results.
  • Identify concrete, specific, and serious plans for technology transition.
  • Project summaries should express significant content with respect to the project's main objectives.
  • Both the problem and the approach to solving the project should be clearly stated.
  • Past Year Accomplishments and Next Year Plans should show a significant velocity of movement.
  • Projects should exhibit significant results for the money invested. (Conversely, the opposite is bad.)
  • Projects should strive to achieve results as early as possible.
  • Continued funding should be contingent on demonstrated results.
  • Projects developing abstract technologies should find a target application upon which to demonstrate and measure results.
  • Name no more that one or two PIs who can be held accountable for the project.
  • For objectives, give specific dates when they will be accomplished (or when you hope to accomplish them).
  • In technology transition section, identify possible applications of your results.
  • Including something about military applications is always useful.

Some Don'ts

  • Don't report old work.
  • Don't simply integrate technologies (you must add value).
  • Don't include unclear, jargon-laden, or irrelevant narrative text in the summary.
  • Don't express plain-vanilla objectives.
  • Don't describe a soup-kettle project (focus your project).
  • Don't portray your project as moving slowly via the accomplishment and plans.

Is Spell Checking Available?

No. The data you submit via the web form will not run through a spell checker. Please spell check in advance.

Why did my screen return back to login screen after a period of time or when I clicked the "Validate" button?

For security and performance purposes a timeout period has been established. If you do not perform an action in the browser that communicates with the server (i.e., click Validate or Submit) over a 120 minute time period you will be forced to login again. Entering data or editing data in form fields does not involve a server action and will therefore leave you susceptible to "timing out". Clicking on any options/buttons will initiate a server action and will prolong your session. We feel that 120 minutes is plenty of time to complete the form, particularly if you have composed the report in advance.

If a "time-out" period occurs, any data will be lost and you will need to reenter the data. So it is advisable to have data created in advance in the text-editor format you desire in a before cutting and pasting into the appropriate fields.

Can I include graphics or pictures in my report?

No. But, you can include graphics and pictures on your project website to which this report will link.
